Jointly with the Ministry of Finance of Ukraine and the European Investment Bank

On July 23, 2020, Alliance Bank together with the Ministry of Finance of Ukraine and JSC «UKREXIMBANK» concluded a Financing Agreement within the joint Project of Ukraine and the European Investment Bank (EIB) "UKRAINE AGRI-FOOD APEX LOAN".

As for now, the EIB is implementing projects aimed at developing and expanding private companies' access to long-term lending to finance both investment projects and working capital needs.

Thanks to the EIB's participation in this Project and the EU guarantee, its participants receive a financial benefit, which is reflected in an interest rate of at least 100 basis points (which is 1.00 percent per annum) compared to the rate that JSC «BANK ALLIANCE» would apply to this Sub-loan without EIB Participation.

Who can participate the program

Small and medium-sized enterprises (SME)

with up to 250 employees

Mid-Cap companies

from 250 to 3000 employees

Eligible Enterprises

which make acceptable investments in the field of energy and / or environmental protection, development of social infrastructure with more than 3000 employees, as well as public sector institutions (including central or local authorities or other government agencies or companies) operating in target chains creating added value

Purpose of the loan

Investments to be focused on value chains for growing cereals, oilseeds and aquaculture / fish farming.

  • Primary cereals / oilseeds production, including investments in agricultural machinery and equipment, as well as production infrastructure upgrades.
  • Drying / cleaning of grain and oilseeds, expansion, modernization and certification of facilities for sorting/testing and storage.
  • Expansion, modernization and certification of facilities for processing and distribution/logistics of grain and oilseeds.
  • Resumption of aquaculture and fisheries production, including infrastructure and pond development, fisheries development, shore-based fishing infrastructure and fish farming measures.
  • Fish processing and conservation facilities and related infrastructure, including refrigeration chain logistics.
  • Information and technical infrastructure, including research and education system, dedicated laboratories and quality control, certification and production and technical assistance, as well as fisheries monitoring and control systems.

The loan funds can be lent for medium- and long-term investment needs (up to 10 years) and medium- and long-term working capital (from 2 to 3 years) of enterprises in the agricultural sector of Ukraine's economy.

The term of financing under the Project is the compliance of the sub-borrowers with the following requirements:

Compliance with the legislation of Ukraine and the European Union on environmental protection, published on the EIB website

The borrower's procurement must be in accordance with the requirements and rules of the EIB set out in the Procurement Guidelines published on the EIB's website on procurement published on the EIB's website.

The project does NOT fund the following activities:

  • production (or construction) of, distribution (or processing) of, and trade in weapons and arms, ammunition, military or police equipment or infrastructures, and equipment or infrastructure which result in limiting people’s individual rights and freedom (i.e. prisons, detention centres of any form) or in violation of human rights;
  • production (or construction) of, distribution (or processing) of, and trade in gambling and related equipment;
  • production (or construction) of, distribution (or processing) of, and trade in tobacco products;
  • activities involving live animals for experimental and scientific purposes insofar as compliance with the "Council of Europe’s Convention for the Protection of Vertebrate Animals used for Experimental and other Scientific Purposes" cannot be guaranteed;
  • activities which give rise to environmental impacts that are not largely mitigated and/or compensated (see also section 3 about conformity with EU directives and national laws on environment);
  • activities considered ethically or morally controversial or which are forbidden by national law, e.g. research on human cloning;
  • pure real estate development activity;
  • pure financial activities e.g. purchasing or trading in financial instruments.
